Full Journal pdf2014-03-14 Senate Journal Page 1969 SB 127 SENATE BILL NO. 127 "An Act authorizing the commissioner of administration to enter into agreements with agents to perform for compensation certain transactions related to vehicles; relating to the duties of those agents; and providing for an effective date" was read the third time. Senator Wielechowski moved that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 1. Without objection, the bill was returned to second reading. Senator Wielechowski offered Amendment No. 1 : Page 1, line 1, following "Act": Insert "reducing the amount of certain fees charged by the state that are related to identification cards, drivers' licenses, and motor vehicles;" Page 1, following line 4: Insert new bill sections to read: "* Section 1. AS 18.65.310(a) is amended to read: (a) Upon payment of a $12.75 [$15] fee, the department shall issue a card identical to the motor vehicle operator's license provided for in AS 28.15.111, except that the card shall be of a different color and shall state in bold type letters across the face of it that it is for identification purposes only. 2014-03-14 Senate Journal Page 1970 * Sec. 2. AS 18.65.310(j) is amended to read: (j) The department shall charge a fee of $42.50 [$50] for issuance of a marked identification card under (i) of this section. * Sec. 3. AS 18.65.310(l) is amended to read: (l) At the request of the person, the department shall provide a veteran designation and United States flag replica on an identification card identifying the person as a retired veteran or a veteran of the armed forces of the United States discharged under honorable conditions. The department may not charge a fee solely for the designation. To receive a veteran designation, the person shall provide proof of veteran status that shows the person is retired or discharged under honorable conditions. With the approval of the person, the department shall make available to the Department of Military and Veterans' Affairs the name and address of a person receiving a veteran designation under this subsection. Notwithstanding (a) of this section, the department may charge a fee of $4.25 [$5] for replacement of a valid identification card with a new identification card with a veteran designation." AS 28.10.152(d) is amended to read: (d) The fee for a certificate of temporary registration under this section is (1) for a truck or a truck tractor, $297.50 [$350]; (2) for a commercial bus, $297.50 [$350]; (3) for all other commercial vehicles, including a trailer or a semi-trailer, $8.50 [$10]. * Sec. 6. AS 28.10.201(b) is amended to read: (b) The owner of a vehicle described in AS 28.10.011 as being exempt from registration and the owner of a snowmobile or off-highway vehicle may not apply for, nor may the department issue, a certificate of title for the vehicle. However, the department (1) may issue a certificate of title to the owner of a vehicle exempt from registration under AS 28.10.011(3), (6), (7), or (10) only upon application by that owner; and (2) except as provided in (e) of this section, shall issue a certificate of title to the owner of a manufactured home upon application, display of evidence of ownership satisfactory to the department, and payment of a fee of $85 [$100] by the owner; a certificate of title issued under this paragraph must comply with AS 28.10.231. * Sec. 7. AS 28.10.421(a) is amended to read: (a) Unless otherwise provided by law, (1) the fees prescribed in this section shall be paid to the department at the times provided under AS 28.10.108 and 28.10.111; and (2) an additional fee of $8.50 [$10] shall be added to the registration fee set out in this section for registration not conducted by mail or not conducted at an emissions inspection station or contract office offering vehicle registration services; the department may waive this additional fee for a good cause based on criteria established in regulations adopted by the department. * Sec. 8. AS 28.15.111(c) is amended to read: (c) At the request of an applicant, the department shall provide a veteran designation and United States flag replica on a license identifying the driver as a retired veteran or a veteran of the armed forces of the United States discharged under honorable conditions. The department may not charge a fee solely for the designation. To receive a veteran designation, the driver shall make available proof of veteran status that shows that the person is retired or discharged under honorable conditions. With the approval of the applicant, the department shall make available to the Department of Military and Veterans' Affairs the name and address of a driver receiving a veteran designation under this subsection. The department may charge a fee of $4.25 [$5] for replacement of a valid driver's license with a new license with a veteran designation. A replacement license with a veteran designation issued for $4.25 [$5] under this subsection shall retain the expiration date of the license it replaces. * Sec. 15. AS 28.15.271(b) is amended to read: (b) In addition to the fees under (a) of this section, (1) a person who renews a driver's license by mail shall pay a fee of .85 [$1]; (2) a person who applies for a limited driver's license under AS 28.15.201 shall pay a fee of $85 [$100]; and (3) a person who applies for reinstatement of a driver's license under AS 28.15.211 shall pay a fee of 2014-03-14 Senate Journal Page 1980 (A) $85 [$100] if the person's driver's license has, within the 10 years preceding the application, been suspended, revoked, or limited under the provisions of this chapter, except as provided by (C) of this paragraph, only once; (B) $212.50 [$250] if the person's driver's license has, within the 10 years preceding the application, been suspended, revoked, or limited under the provisions of this chapter, except as provided by (D) of this paragraph, two or more times; (C) $170 [$200] if the person's driver's license has, within the 10 years preceding the application, been revoked under AS 28.35.030 or 28.35.032 only once; or (D) $425 [$500] if the person's driver's license has, within the 10 years preceding the application, been revoked under AS 28.35.030 or 28.35.032 two or more times. * Sec. 17. AS 28.15.271(e) is amended to read: (e) The department shall charge $42.50 [$50] for issuance of a new license to replace a license cancelled under AS 28.15.161(a)(5) because the person is restricted from purchasing alcoholic beverages under AS 04.16.160."
